That's been put into the game on purpose to get you to buy pokeballs on the store. Big chance of rarer pokemon spawning when you have no pokeballs.

How do you run out of pokeballs anyway? I have so many I threw half of them away or else my itembag would be full lol.

I am lazy so I only get to poke stops when I'm in a car/buss or actually downtown for something.. Plus I can't buy from the pokestore, due to my account being that of another country xD
