The OOC part meant officer ranks, like you probably by now guessed. I might have understood it wrong, but concidering yesterday's event I took that dear Dreamweaver was talking about his elder rank. The reason he is still New Blood is that we haven't really looked into this and you will be promoted to an Oathbound tonight (or Nag Ogar, can't remember if you took your Om'riggor yet) at the event should you be there.
